Temporary Import Permits:

Colombian government allowed to import foreign registered vehicles may be brought into Colombia temporarily for tourism or transit.

The vehicle owner must obtain a permit before they can drive the car in the country. In some cases these permits are issued at the border, and include the immediate purchase of the SOAT (compulsory car insurance).

The car owner must fill in a Temporary Vehicle Import Form (Formulario de importación temporal de vehículos). However, at some borders it is the driver’s responsibility to go to the nearest Customs Office to obtain the permit.

In all cases the following documents need to be provided along with the Temporary Vehicle Import Form:

  • Copy of the vehicle registration documents.
  • Copies of the passport pages with photo and Colombian entry stamp.
  • Bill of lading or shipping document (if applicable).

Import Duty in Colombia

Please note that the information below is dated and Import duty and other taxes and dues are being revised so please check current duty and inform us so we may update this information.

Tariffs:
The import tariff applied to cars is 35 percent.
The import tariff applied to trucks is 15 percent.
Automotive parts (HTS 8407-08 and 8708) tariffs range between 5– 10 percent.
Complete Knock Down Kits can qualify for zero tariffs under the Andean Automotive Policy. With the implementation of the U.S.-Colombia Trade Promotion Agreement, 53 percent of U.S. industrial exports received duty-free treatment. Tariffs on another 23 percent of exports will be eliminated over five years and the remaining 24 percent over ten years tariff reduction (starting in May 2012).

Taxes: VAT is assessed on the F.O.B. value plus applicable duties: Four-wheel-drive vehicles (16 percent). All other cars (16 percent); unless the F.O.B. value plus tariff is greater than or equal to US $30,000, in which case the Consumption Tax is 16 percent. Ambulances and hearses (16 percent). Electric vehicles for public transportation-taxis (5 percent).
Since January 1996, all imports and sales of automotive parts and accessories transacted in Colombia are subject to a 16 percent value-added tax (IVA in Spanish). This tax applies to both locally produced goods and imports and, in the case of imports, is assessed on top of the CIF value and import tariff.
Consumption Tax for private owned vehicles (HTS 8703-8704 and 8711) of FOB value equal or lower than USD$ 30,000 is 8 percent Consumption Tax for private owned vehicles (HTS 8703-8704) of FOB value higher than US$ 30,000 is 16 percent(Vehicles – Luxury Tax).

Local/ Regional Content Requirements:
The Andean Automotive Complementary Agreement signed in 1999, removed the initial requirement of minimum regional/local content (24 percent) to reduce import duties.
Automotive parts and passenger vehicles with a capacity of up to 16 persons and cargo vehicles of 4.5 tons weight and other type of vehicles, will just need to comply with specific origin requirement established by the General Secretary Office of the Andean Community.

Import Regulations in Colombia

Use of only new vehicles allowed

In colombia only new vehicles from the current year with zero kilometers ‘on the clock’ may be imported permanently.
The Andean Automotive Agreement (1993) prohibits the permanent import of used vehicles in Colombia.

There is, however an exception for classic and old collectors’ cars, and for diplomats’ vehicles. You need to adhere some rules related to it.

One cannot ship vehicles until all documents are received and correspond with the shipper’s required documents and with the Import Permit.

Do not include the vehicle in the household goods shipment.

Importing a Classic or Collector Vehicle:

To import a classic or collector car the following requirements must be met:

You need to obtain the corresponding import license, which is granted by the Ministry of Trade, Industry and Tourism (Ministerio de Comercio, Industria y Turismo) stating that it is a non-commercial vehicle.

A certificate from the Colombian Automobile Club is also mandatory to obtain.

To meet the requirements of the Ministry of Transport (Ministerio de Transporte), the car must be defined as:

Vintage/Collector Car: Automobile over 35 years old which has retained its original features and factory specifications are allowed to import.

Classic Car: Automobile over 50 years old which in addition to retaining its original features and factory specifications corresponds to specific brands, series and models are eligible to import in Colombia.

Other Measures:

There are no limitations on the types of models imported, and no special import permits are required. However, imported vehicles must be registered with the Colombian government prior to shipment (Dynamics Certified Emissions Test conducted by Colombian Environmental Licensing Authority-ANLA). Local assemblers are free to assemble vehicles of any model and are also allowed to import vehicles.

Colombia has required gas mission/evaporation control systems (to reduce gasoline tank and carburetor emissions) and a gas emission control system or positive ventilation valve (to control crankcase gas emissions) on all gasoline engine motor vehicles imported into or assembled in Colombia since January 1,1994.

Colombia has required catalytic converters to be installed on imported and locally produced vehicles since January 1, 1995.

Colombia is distributing gasoline with 10 percent ethanol to comply with Law 693 of 2001 (for environmental protection) since November 2,2005.

Since January 2015, Colombia requires EURO IV – EU emission standards to heavy duty diesel engines for freight or passenger transportation (buses and trucks), per Resolution 1111, enacted on September 2,2013.

Imported or assembled vehicles in Colombia need to comply with Technical Regulations applicable to seat belts, pneumatic tires and safety glazing.

Registering an Imported New Vehicle:

For registering a new imported vehicle, go to the local Transport office and submit the following documents:

  • Purchase invoice (Factura de compra).
  • Import declaration (Declaracion de importacion) – see below.
  • Certificate of registration with the RUNT as an occasional importer1.
  • Certificate of purchase of SOAT (compulsory car insurance).
  • Receipt of paid taxes for the current year.
  • Downloaded and completed form Formulario de solicitud de tramite.

There is a fee to be paid when submitting the documents, which is higher for cars than for motorcycles. It then takes up to 24 hours to get the new plates and the vehicle’s registration certificate.

Download a certificate or digital signature from either Certicamara or from the Gestion de Seguridad Electronica. Register on the VUCE website and obtain a user ID and password.

Transportation and Car Import Info for Colombia for Diplomats

This information is written for American diplomats primarily but is valid for all diplomats and non-profit NGO employees:

The Colombian Government limits each diplomatic family, including tandem couples, to one imported vehicle.

All U.S. Government personnel may bring vehicles to Colombia, subject to certain restrictions. The U.S. Embassy prohibits flashy, ostentatious vehicles. The Colombian Government places the following restrictions on UAB, HHE, and personally owned vehicles:

1. For diplomats — combined cost of UAB, HHE, and personally owned vehicle may not exceed US$ 50,000 (vehicle alone may not exceed US$ 33,000).

2. For non-diplomats — combined cost of UAB, HHE, and personally owned vehicle may not exceed US$ 30,000 (vehicle alone may not exceed US$ 18,000.)

All shipments must be routed through the U.S. Despatch Agent in Miami. All U.S Government personnel must have an import license and customs clearance before taking possession of the vehicle in Colombia. Obtaining these documents takes about 3 months from the time the Embassy receives all the information on the vehicle. It is essential that the following information on your personally owned vehicle be cabled or faxed to GSO prior to shipping your vehicle even though the importation process cannot start until you arrive at post: 1) make of vehicle, 2) model, 3) year, 4) type including number of doors, 5) vehicle serial and motor numbers, 6) color, 7) purchase price, 8) gross weight, 9) number of cylinders, 10) shipper (e.g., U.S. Despatch Agent Miami), and 11) port of embarkation. Also list if the vehicle has the following equipment: 1) automatic transmission, 2) air-conditioning, 3) radio (specify, AM FM stereo, tape, etc.), 4) power brakes, 5) adjustable steering wheel, 6) spare wheel and tire, 7) jack, 8) clock, 9) heavy-duty battery, 10) shoulder harness, 11) other (specify). A mistake in the serial number or color voids the import clearance paperwork and requires that the entire process begin again.

All vehicles are shipped via air from the U.S. Despatch Agent in Miami once the import process has been completed. The Despatch Agent can help with the details of getting the car to Miami.

All Mission employees may sell their car upon completion of their tour. Only one car imported under diplomatic privileges may be owned at a time.

Automobile insurance is expensive in Colombia. Although Colombian law requires that every vehicle be covered by a minimum limited third-party-liability policy and a medical policy written by a Colombian insurance company, some vehicle owners buy only those policies locally and augment them with comprehensive, collision, and additional liability coverage from a U.S. firm that will honor claims from Colombia. Other owners buy all their coverage from Colombian firms, some of which offer a discount upon presentation of evidence of an accident-free record for 5 years (letters from your previous insurance companies will suffice for this purpose.) Proportionately smaller discounts are available for clean records of shorter duration.

Before shipping your vehicle, remove accessories and ship them separately to prevent theft. Popular targets include cigarette lighters, radios, antennas, ashtrays, digital clocks, hubcaps, and electrical relay cubes from sophisticated vehicles. Bring a supply of filters and small spare parts, as they are costly here, if available.

In 1994, Colombia began using unleaded gasoline, which is widely available. All vehicles must have a catalytic converter, which must be installed in compliance with the regulations established by the Ministry of Health. As the Colombian Government is enforcing use of unleaded gasoline, do not remove catalytic converters from your car.

Note: Gasoline is sold by gallons. Currently, the average cost is about US$ 1.55/gallon for premium, US$ 1.35 for regular.

It is a good idea to equip vehicles with anti-theft devices. Devices which are desirable include an inside hood-locking device, an alarm system and a locking gas cap. Anti-theft devices may be installed after the vehicle arrives in Colombia. Newly arrived personnel receive a detailed briefing from the regional security officer (RSO) about vehicle safety and other security measures.

Most U.S. and some European and Japanese manufacturers have automobile agencies and repair facilities in Colombia. Elaborate systems or parts uncommon in earlier models may not be serviceable by local mechanics; however, generally there is available locally the expertise to repair most makes and models of U.S., European, and Japanese cars. Vehicles assembled in Colombia under license from foreign manufacturers include Chevrolet, Renault, and Mazda.

The Embassy will obtain Colombian drivers licenses for U.S. Government permanent employees and dependents with valid U.S. licenses. The minimum driving age in Colombia is 18.

Colombian drivers are very aggressive and often do not obey local traffic regulations. Traffic is heavy, and road conditions are often bad due to numerous potholes. Minor accidents are frequent. Maintenance and bodywork are normally good, but parts and labor are expensive.

At present, transportation to and from work for American employees is available via Embassy shuttle. Although parking at the Embassy is severely limited, some employees drive to and from work.

Taxis are easily available, and rates are reasonable. You may call via telephone, and one will be radio dispatched. As in most large cities, your wait may be long during rush hours and on rainy days. All taxis are metered and inexpensive by U.S. standards, except the green-and-white tourist taxis, which provide transportation to and from the first-class hotels.

Special arrangements can be made to hire taxis by the hour for local shopping trips, sightseeing tours, etc. Bogota and most other cities in Colombia have bus service, but its use is currently prohibited because of poor security and safety.

Traffic moves on the right. All distances and speed limits are given in kilometers, and international symbols are used for stop signs, railway crossings, etc.

  2. Payment, Documentation and Shipping
    • You pay for the vehicle via wire transfer (Telegraphic Transfer) and send us a receipt.

  3. Drafts and Pictures Emailed
